Job Introduction


We are seeking an experienced and commercially focused Regional Services Manager to lead the delivery of high quality cleaning and support services across a portfolio of Ministry of Justice (MOJ) sites throughout the Yorkshire region.
This is a senior leadership role with full responsibility for operational performance, service delivery, financial management, compliance, client relationships, and people leadership across a designated region. You will play a key role in ensuring cleaning services are delivered safely, efficiently, and in line with contractual requirements, while driving continuous improvement, service excellence, and customer satisfaction.

What you'll do

  • Lead the operational delivery of cleaning services across multiple MOJ sites
  • Drive operational and financial performance, ensuring contracts consistently achieve agreed budgets, KPIs, SLAs, and service standards.
  • Build and maintain strong relationships with MOJ stakeholders, clients, and internal teams to deliver exceptional customer experiences.
  • Lead, coach, and develop site management teams and frontline colleagues, creating a culture of accountability, engagement, and continuous improvement.
  • Ensure full compliance with contractual requirements, Health & Safety legislation, COSHH regulations, company policies, and audit standards.
  • Manage regional budgets, forecasts, labour deployment, and cost controls to maximise profitability while maintaining service excellence.
  • Monitor cleaning performance and service outcomes, identifying opportunities for improvement and implementing effective solutions.
  • Conduct regular site visits, service reviews, audits, and performance assessments to ensure contractual obligations are consistently achieved.
  • Champion a positive culture of health, safety, wellbeing, and environmental compliance across all locations.
  • Support business growth by identifying opportunities to enhance services, improve operational efficiencies, and strengthen client partnerships.
  • Drive continuous improvement initiatives that improve service quality, compliance, productivity, and customer satisfaction.

What you bring

Essential

  • Full UK Driving Licence (must be over 25 for insurance purposes).
  • Proven operational management experience within a multi-site cleaning, facilities management, or complex service environment.
  • Strong leadership and people management skills with experience leading diverse and geographically dispersed teams.
  • Sound knowledge of cleaning operations, industry best practices, and service quality standards.
  • Strong understanding of COSHH regulations, safe handling of cleaning chemicals, risk assessments, and compliance requirements.
  • Commercially astute with the ability to interpret financial data, manage budgets, and deliver profitable contract performance.
  • Excellent client relationship management and stakeholder engagement skills.
  • Strong organisational and planning abilities with experience managing multiple priorities and operational demands.
  • Excellent communication and interpersonal skills.
  • Proficiency in Microsoft Office, including Word, Excel, and Outlook.
  • Self motivated, resilient, and able to work independently while supporting wider business objectives.

Desirable

  • IOSH Managing Safely qualification.
  • Experience working within Ministry of Justice, Government, Defence, Facilities Management, or outsourced service contracts.
  • Knowledge of security conscious environments and compliance requirements associated with custodial or government facilities.
  • Experience balancing client expectations, contractual requirements, and operational delivery within a complex environment.
