Job Introduction

We are looking for an organised, commercially aware Procurement Officer to join our Procurement Team. This is an exciting opportunity to play a key role in delivering compliant, value for money procurement solutions across a diverse portfolio of service, maintenance, construction and works contracts.

Working within a regulated public sector environment, you will support the delivery of procurement activities from initial planning through to contract award and ongoing contract management. You will work closely with internal stakeholders, suppliers and external partners to ensure procurement activity supports strategic objectives while delivering compliance, efficiency and best value.

What you’ll do

As Procurement Officer, you will support the preparation, administration and delivery of procurement exercises in accordance with the Procurement Act 2023, Northern Ireland Public Procurement Policy (NIPPP) and our Procurement Strategy.

You will contribute to business case development, prepare tender documentation, draft NEC4 contract documentation and provide contract performance reporting, ensuring procurement processes are transparent, robust and deliver value for money.

Key Responsibilities

  • Support the end-to-end procurement of service, maintenance and works contracts.
  • Prepare and issue tender documentation and evaluation documentation.
  • Draft NEC4 contract documentation, including appropriate contract options and amendments.
  • Support the preparation of procurement business cases, including options appraisal and commercial analysis.
  • Maintain the contract register, ensuring renewals, extensions and re-procurement activities are effectively managed.
  • Produce procurement reports, contract performance reports and management information.
  • Monitor procurement compliance, contract performance and supplier performance.
  • Support contract administration, governance and change control processes.
  • Develop positive working relationships with internal stakeholders, suppliers and external partners.
  • Identify procurement risks and support mitigation strategies.
  • Contribute to continuous improvement of procurement processes and best practice.

What you bring:

Essential

  • Minimum Level 4 qualification (HNC, Higher Apprenticeship, NVQ Level 4 or equivalent).
  • At least two years' experience in public sector procurement within a regulated environment.
  • Experience preparing and managing tender documentation.
  • Knowledge of the Procurement Act 2023 and public procurement best practice.
  • Experience managing supplier relationships and engaging with a range of stakeholders.
  • Strong analytical, commercial and problem-solving skills.
  • Excellent written and verbal communication skills.
  • High level of attention to detail and professional integrity.
  • Proficient in Microsoft Office, particularly Word, Excel and Project.
  • Full UK driving licence with access to your own transport.

Desirable

  • CIPS Level 4 qualification or willingness to work towards it.
  • Experience of NEC4 contract procurement and contract administration.
  • Experience within the property, construction, estates or facilities management sectors.
  • Experience using procurement portals such as eTendersNI or similar.
  • Experience producing performance reports, spend analysis and compliance monitoring.
