Job Introduction

We are seeking a commercially driven and strategically focused Head of Projects to lead all non-lifecycle, billable and minor works across the HMRC West estate, supporting the operational environment of HM Revenue & Customs (HMRC).

This is a senior leadership role responsible for maximising commercial performance while ensuring projects are delivered safely, compliantly and in alignment with contractual and operational priorities.

As Head of Projects, you will own the planning, governance and delivery of all billable and minor works across a complex, multi-site Facilities Management contract.

You will oversee the Works Programme Manager and Supply Chain Lead, ensuring:

  • Strong commercial control
  • Effective project governance
  • Accurate revenue capture
  • Operational feasibility and alignment
  • Compliance with Health & Safety and statutory standards

This role acts as the commercial bridge between operational, finance and commercial teams, ensuring revenue realisation and cost recovery are maximised without compromising service excellence.

What you’ll do

  • Lead the planning, approval and delivery of all non-lifecycle, billable and minor works projects.
  • Own the end-to-end revenue process, ensuring all works are properly scoped, approved, captured and invoiced accurately.
  • Work closely with finance, commercial and operational teams to align projects with budget and performance objectives.
  • Develop and maintain robust project governance processes including planning, risk management, reporting and sign-off procedures.
  • Drive commercial performance, maximising revenue opportunities while maintaining delivery integrity.
  • Build and maintain strong relationships with clients, suppliers and internal stakeholders.
  • Monitor and report on KPIs covering delivery performance, cost control, commercial outcomes and supply chain effectiveness.
  • Oversee supply chain performance, ensuring compliance with contractual, regulatory and Health & Safety standards.
  • Lead continuous improvement initiatives to enhance governance, efficiency and profitability.

The Environment

HMRC West is a large, complex public sector contract operating across multiple live government sites. Projects must be delivered within operationally sensitive environments, balancing:

  • Commercial performance and revenue optimisation
  • Operational continuity
  • Robust governance and compliance
  • Accurate billing and cost management
  • Supply chain performance and value for money

Success in this role requires strong financial acumen, governance discipline and stakeholder influence at senior level.

What you bring:

  • Proven experience in commercial project management, including billable works, minor works and asset-related projects.
  • Strong commercial acumen with demonstrable experience linking project delivery to revenue generation.
  • Experience working closely with finance and commercial teams to ensure accurate billing and cost management.
  • Strong leadership capability managing multi-disciplinary teams.
  • Excellent stakeholder management and relationship-building skills.
  • Sound knowledge of Health & Safety, statutory compliance and FM operational requirements.
  • Strong analytical and reporting capability with experience tracking KPIs and driving performance improvement.
  • Ability to manage multiple concurrent projects while prioritising resources effectively.

Desirable

  • Experience within Facilities Management or Government/Public Sector contracts.
  • Knowledge of CAFM systems and asset management processes.
  • Experience overseeing supply chain and contractor performance.
  • Exposure to strategic planning, governance frameworks and continuous improvement programmes.
