Senior Technical Operations Manager

Job Introduction

We’re looking for a qualified engineer to join our Estates team at Wythenshawe Hospital as the Senior Technical Operations Manager. You’ll be joining a well established team who are driven to deliver a first class technical service with innovation, betterment and best practice at the heart of what they do.

As the Senior Technical Operations Manager you’ll report into the Head of Technical Services and take accountability for maintaining modern, new and traditional Hard FM estates services and systems across the large and diverse site; you’ll ensure all planned preventative maintenance operations are carried out whilst prioritising the reactive and often urgent and demanding maintenance needs of the hospital.

Role Responsibility

  • Responsible for management of the Operational Managers and directly employed labour and subcontractors with the assistance of the Operational Managers. Maintain training records and identify annual training requirements and the associated cost to ensure all team members remain compliant. As the Senior Engineer participate in and manage the on-call roster to ensure suitable out of hours cover is always available.
  • Establish strong working relationships built on trust and collaboration with all Trust employees and sub-contractors.
  • Management of the operational procedures and maintenance activities ensuring that all Statutory and Non-Statutory planned activities are undertaken at the prescribed frequencies and that reactive repairs and follow up works are carried out within the priority timescales required.
  •  Complete and maintain 3no Authorised Person / Responsible Person Appointments and ensure that work is carried out in accordance with legislation, code of practices, manufacturer’s recommendations, HTMs, HBNs, HSE recommendations and meet prescribed standards in the contract.
  • Produce Planned Maintenance Programmes and ensure maintenance activities are completed to programme. Ensure maintenance records for all planned Statutory and Non-Statutory Maintenance activities are kept and are in an auditable state and that all license requirements are up to date.
  • Ensure that the CAFM systems are managed and monitored and that the level of performance is maintained within the boundary of agreed Labour Management System targets. Produce performance data to the satisfaction of the Trust and ensure that new systems and equipment are added or extracted from the CAFM system as prescribed by the Trust. Assist in the production of Key Performance Indicators within the required intervals for inclusion in reports and report to Senior Management on issues of concern ensuring ‘Work in Progress’ levels and ‘No Response’ jobs are kept to a minimum by effective monitoring and management.
  • Ensure that all services are operated and maintained to manufactures recommendations, HTMs, HBNs, H&SE recommendations, legislation and codes of practice.

The Ideal Candidate

  • Qualified Electrical and/or Mechanical Engineer (HNC or degree)
  • Experience delivering planned and reactive maintenance services in busy and complex estate
  • Demonstrable experience of writing and implementing procedures, method statements, and risk assessments
  • Great people management and leadership skills, ability to communicate with people at all levels and build great working relationship with colleagues, facility users and clients
  • Ability to maintain records to support/evidence of works planned and completed
  • Experience managing a contract in accordance with Standards for Quality, Safety and Environment
  • Familiarity with PFI contracts and the delivery of facility management services within this framework would be desirable but is not essential
