Head of Offender Management

Job Introduction

HMP Peterborough is is the country’s first and only dual purpose built prison for both men and women, who are kept separate at all times and it also hosts the world’s first payment by results project for offenders. Work is fully underway on an exciting Prison extension project which will increase capacity by nearly a third – this is due to open officially in December 2014

As Head of OMU, you'll undertake operational duties and provide support to colleagues to ensure prisoners are kept safe and secure, and ensure the safety of staff and visitors to the Prison.

Role Responsibility

  • Participate as directed in local operational processes and arrangements for the command and successful resolution of serious incidents including those requiring direct staff intervention, hostage, concerted indiscipline, death in custody, staff corruption and any other such incident.
  • As a member of the SMT promote the healthy prison concept through full compliance
  • Lead the agreed Offender Management Model and fully contribute to the Resettlement Strategy. Assist the prison in fulfilling its responsibilities in reducing the risk of re-offending for our offenders and help maintain public safety.

Offender Management and Public Safety

  • Deliver the functional agreed performance standards and contractual targets, on time and within budget, to meet the needs of the client.
  • Contribute to client forums and policy development as required. To include implementing necessary changes so that the prison delivers expectations of the Transforming Rehabilitation and Justice agendas.
  • Develop and implement policy and practice related to offender management and public protection functions.
  • Respond to changing client demands by varying the offender management model and public protection policy including national operating models for identified staff.
  • Develop and maintain effective relationships with identified criminal justice stakeholders (eg) Courts, Police, safeguarding forums, National Probation Service and Community Rehabilitation Companies.

Partnership Working to Ensure Public Safety

  • Respond to changing client demands by varying the population mix and numbers to reflect the needs of the prison estate more widely.
  • Support the Director in translating the political climate into the operational context, and manage complex and positive relationships with critical statutory and non statutory stakeholders. Lead in developing effective relationships with the Probation Service and Community Rehabilitation Companies.

Business Requirements

  • Contribute to SJS and Sodexo policy and business development by leading and participating in projects, groups and meetings as appropriate.
  • Action the agreed functional Business Plan work on time and within budget to meet the needs of the business.
  • Lead, deploy, develop, and engage your staff/managers efficiently and effectively to meet the prison’s work and skills’ requirements, and to contribute to Sodexo Justice Service’s succession planning process.
  • Engage effective communication, internally and externally to deliver your accountabilities and to promote your function and the wider prison as a provider of choice.

Audit and Inspection

  • Help support the Director in managing HM Prison Inspectorate Expectations, HSE and CPIG relationships and deliver agreed post inspection action plans.
  • Support NOMS Security and Safer Custody ACA audits and deliver post audit action plans and the self-audit programme.

The Ideal Candidate

  • Senior operational experience in prisons or criminal justice settings
  • Technical knowledge of relevant prison legislation, Prison Service Orders and Instructions, Standards, inspection and audit processes; and knowledge of the wider criminal justice system.
  • Successful completions of incident and hostage management training, and adjudication training.
  • A strong and consistent moral compass and the ability to provide value based leadership.
  • Ability to exercise sound judgement in a politicised and pressured environment.
  • Experience of being the public face of a large organisation and conducting public speeches and media presentations in a politically sensitive environment.
  • Contract knowledge and contract management skills.
  • Knowledge of commercial financial management processes and procedures.
  • Risk management skills.

  • Incident command experience
