Head of Estates & Technical Services
Job Introduction
Sodexo Healthcare are looking to recruit an experienced Head of Estates & Technical Services reporting directly in to the Business Director. The main focus of this role will be leading and management of the team responsible for delivery of the Estates Maintenance Services at The County Hospital, Hereford. The successful candidate will be responsible for encompassing all aspects of technical management and estates maintenance service delivery, utilising both in house labour and suppliers, to deliver services that comply with best practice, mandatory and statutory requirements, contractual obligations and corporate governance.
Role Responsibility
Management of the Estates and Technical Services teams, including but not limited to: labour management; planning and scheduling of shift resource; responsible for ensuring employees adhere to the Sodexo Code of Conduct at all times; management of disciplinary issues.
Monitoring of employee competence and application of the EPA/PDR process. Ensuring application of the performance management process to achieve required outcomes.
Management and delivery of the Technical and Estates Maintenance Services (and associated facilities services) in accordance with the Project Agreement, and to ensure compliance with best practice, mandatory and statutory requirements, contractual obligations and corporate governance. Evidential documentation in support of compliance to be managed and available to satisfy audit requirements.
Development and implementation of the Estates and Technical Services strategy
Review of specifications, schedules of works, programmes and cost plans to ensure works are managed in accordance with contractual obligations.
Service lead for health and safety, quality and risk management
Ensure application of, and adherence to, Safe Systems of Work, including the Permit to Work system, ensuring duty holders are engaged as required.
Ensure business continuity, emergency response and operational procedures and risks are defined, contingency measures implemented, and training is provided to the Estates and Technical Services team.
Ensuring correct use of management systems for the recording and retention of documents, records, requests and tasks.
Management of the technical library, including drawings, health and safety files, operations and maintenance manuals, room data sheets and service records.
Management of the financial performance of the Services, to maximise revenues and identify opportunities for growth, including the recovery of rechargeable services/works, and to ensure potential deduction risks are managed.
Ensure an asset schedule of equipment is maintained and available, and maintenance is undertaken to ensure continued availability and compliance with statutory, mandatory and contractual requirements.
Contractor management: ensuring use of approved suppliers; review of sub-contracts, ensuring a defined specification/scope of works is included as a minimum; ensuring due diligence is undertaken as required; and the provision of feedback on supplier performance to Service Operations.
Ensuring monitoring of the Services is undertaken as required., identifying, managing and closing actions.
Management and monitoring of the Services’ performance through the conduct of and participation in audits, monitoring and review of service delivery and associated records, and the preparation of action plans, ensuring actions are monitored to completion with documentary evidence available.
Provision of management and service performance information, data and analysis.
Establishment and maintenance of effective communications and relationships with key project stakeholders.
Attendance at meetings (project and corporate), ensuring actions are monitored and progressed to resolution.
Participation in and contribution to Sodexo forums, initiatives and training.
Available to provide support to the on-call team in the event of an incident requiring escalation to the SMT.
The Ideal Candidate
Essential
Consistent experience in the delivery and management of projects and technical services within the healthcare sector, including knowledge and experience of working to applicable HTM and HBN.
Relevant professional building/engineering qualification and experience.
Articulate and confident communicator (both verbal and written), with the ability to develop and maintain effective working relationships.
Proven management experience.
Proven leadership skills with the ability to engage and motivate team members.
Experience of working with integrated management systems (ISO or equivalent).
Experience in managing and monitoring contractor performance.
Proactive and pragmatic approach to issue resolution.
Flexible and adaptable approach to working within the changing needs of the business.
Commitment to continuous improvement and service excellence.
Experience of working within complex/PFI contractual framework.
Desirable
H&S qualification (NEBOSH or equivalent).
