Health and Safety Manager (SHEQ)

HMP Peterborough is is the country’s first and only dual purpose built prison for both men and women, who are kept separate at all times and it also hosts the world’s first payment by results project for offenders. Work is fully underway on an exciting Prison extension project which will increase capacity by nearly a third – this is due to open officially in December 2014

As Health & Safety (Risk) Manager, you will support line managers to deliver consistent operational Safety, Health, Environmental & Quality (SHEQ) strategy, management systems and procedures in line with legislative requirements and business objectives / needs across the prison.

You'll carry out the statutory duties of ‘Competent Person’ for HMP Peterborough in compliance with fire and health & safety legislation.

Role Responsibility

  • Drafts the annual Safety Plan, agrees it with the Director & Corporate S & R manager, monitors, and reviews its delivery to comply with ISOs 9001 food safety, 14001 environment,18001 H&S, and relevant fire and H&S legislation, within the agreed H&S budget.
  • Identifies, manages, controls and reviews safety risks (operational, financial, reputational, compliance, and knowledge and people); and contributes to and supports the prison’s risk management framework and process.
  • Supports managers in their promotion of a safety culture; in the completion and review of their risk assessments; and in the implementation of safe working procedures and practice in their areas of responsibility.
  • Provides technical and accurate advice and support to all staff with regard to Fire, and Health & Safety matters.
  • Promotes the healthy prison concept through full compliance (evidenced as appropriate) with relevant legislation, policies, contractual targets, and standards with regard to environment, fire, and health & safety.
  • Provides accurate and timely data, trend analyses, relevant training updates, and action plan reports to the HSOC meetings and to the corporate S & R Manager.
  • Manages audits and inspections appropriately throughout the periods of preparation, implementation, and post-implementation remedial action.
  • Properly records and reports all incidents; assists line managers with timely RIDDOR and accident investigations to establish and rectify root causes and prevent recurrence; and ensures that lessons learned are communicated to line managers and the corporate S & R manager.
  • Conducts regular tours, inspections, and spot checks to ensure that line managers are taking appropriate action to control potential hazardous situations / unsafe conditions and are maintaining effective Risk, Manual Handling and COSHH assessments

The Ideal Candidate

  • Proven experience in a similar role.
  • Minimum NEBOSH Diploma or working towards.
  • Sound technical knowledge of PSOs, Standards, inspection and audit processes; and relevant Fire and H&S legislation.
  • Sound knowledge of OHSAS 18001,ISO 14001
  • Ability to exercise sound judgement in a politicised environment.
  • Good communication skills – internal and external.
  • Good team player with excellent interpersonal skills.

 

Highly Desirable

  • Security clearance to CRB level.
  • Sound technical knowledge of relevant prison legislation
  • Contract knowledge and contract management skills
  • Knowledge of commercial financial management processes and procedures.
  • Project management and Risk management skills.
